Emergency Evacuation Plan in State Leased Buildings
Agencies are required to provide safe and healthy working conditions and practices for all employees during the workday. To ensure that safety is a top priority, state agencies in all state-used leased buildings are required to have an Emergency Evacuation Plan (EEP). This directive applies to the non-GSD administered leased buildings used by agencies throughout the state only. Agencies must confirm that they have a building-specific EEP to facilitate and organize employees during workplace emergencies for leased buildings. EEPs must be made available to all employees, and the agency must provide annual EEP training to employees at non-GSD administered leased buildings. In addition, agencies must review and update EEPs annually.
Attached is GSD’s Emergency Evacuation Plan template for use, reference or implementation. Please ensure that every agency that occupies a leased building has implemented a building-specific EEP or reviewed its current EEP by June 26, 2026. If an agency has reviewed a building-specific EEP within the prior year, the agency does not need to review the EEP again. Please email all EEPs to SPO.HRS@spo.nm.gov and joe.montoya@gsd.nm.gov, as soon as possible. Also, include the building name and location in the title of the document that is submitted.
For those agencies with a unionized workforce located in a leased building, the agency is required to provide reasonable notice to the union and, if requested to do so, bargain with the union in good faith to impasse, prior to implementation.
