HR Services
The HR Services Division provides day-to-day Human Resources support, guidance, and customer service to employees and agency leadership at SPO and state agencies that do not have in-house Human Resources. HR Services also oversees Records Management and Administrative Support for the State Personnel Office. These functions include:
- Strategic consultation on organizational structure and personnel including processing personnel and position transactions,
- Provides training and support to employees in HR matters while ensuring compliance with agency-specific policies,
- Develops and implements policies and procedures for agencies,
- Provides consultation to State agencies that have in-house HR but need additional HR support or guidance,
- Recruitment services through onboarding for new/transferring employees,
- Payroll oversight, which includes offboarding for terminations, retirement, terminal leave payout, etc.,
- Employee and Labor Relations, including oversight of discipline processes, investigations, suspensions, and terminations,
- Leave management and employee benefits administration,
- Records management for SPO employment records, executive records, and general records, including manage the processing, maintenance and storage of employment records received by SPO from State agencies,
- Provides guidance, support, and training to other Records Liaison Officers on the processes of personnel records storage, retention schedules and destruction,
- Administrative support for SPO such as data entry, filing, mail coverage, personnel file reviews, employment verifications, answering the main phone line and route calls to the appropriate area,
- Provides guidance on and ensure compliance with State Personnel Board (SPB) Rules, Public Employee Retirement Association (PERA), Department of Finance and Administration (DFA) and General Services Department (GSD)-Employee Benefits Bureau (EBB) rules and business processes; the Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), and Family and Medical Leave Act (FMLA) to respond to questions from other agencies.
